Looks to me that the said vehicle being chased was blocking and the poor frustrated driver of the ZR-1 could not get a clear shot at passing.
In fact the only time the said vehicle pulled away from the ZR-1 is when the ZR-1 spun the tires and got sideways.

i dont think the driver of the zr1 was allowed to pass, or he probably would have with ease

Hard say what hes chasing just by sound...but it would be nice to see an in car video of the ZR-1 without that POS in front of him
